Everyone cant get a swab or a blood test done. If a person suspected of swine flu takes an anti-cold or fever medication, and if he/she DOES have SF, are they dangerously putting themselves at risk?

Yeah, it does. If a SF victim takes analgesics or anti-cold or fever medicines, they mask the symptoms without getting rid of the virus.
