My dog has a cold, runny nose, hot stomach, and he does not want to eat anything, is it because he's sick?

Don't give your dog people medicine. Some people medicine will kill dogs.
If you can, get him to drink some Pedia-lite (Not Gator-Ade). Is he still peeing and pooping ok? If not, or if he hasn't been able to drink any water for 24 hours, he should be seen by a vet ASAP. Especially such a little guy, he can have problems from being dehydrated, never mind what even caused the puking in the first place.
One way to see if a dog is dehydrated is grab a bit of the loose floppy skin they have on the back of their necks, pull it up, and let it go again. If it pops right back, he's fine, but if it stays all pulled out (tenting) he's dehydrated. Don't pull so hard it hurts him, just enough to get the skin an inch or so away from his body.
Dogs are just prone to puking, and especially Poodles, I've heard. But as often as you said sounds a bit excessive. Usually they just puke and then they're done.
A wet or a dry dog nose doesn't really mean anything unless you can tell it's dripping, like a runny nose in people. Then it means about the same thing. The dog has a runny nose.
Keep offering him small portions of mild food, such as the chicken baby food. Throwing up isn't all that bad of a thing, but being dehydrated is.
Dogs shiver when they're cold, but also when they're nervous or afraid. So, he could be cold, but he could be also nervous and upset because he's throwing up so much, and that his owners are upset too.
Look carefully around the entire house to make sure he didn't accidentally eat something he wasn't supposed to, like poison or chocolate or something.

First of all, vomiting is not normal. And poodles do not just vomit because they are poodles. My poodles never "just vomit." Vomiting LEADS to dehydration, so vomiting is a big deal, especially when it is chronic. Do you like to vomit? Neither does your dog.

Shaking can be a sign of pain - if your dog is painful in the abdomen, that could be why he's not eating and shaking.

I'd have your pet seen soon by a veterianrian, he sounds like he's pretty miserable, and you would want the same for yourself right? You wouldn't want to have to lay in a heap, painful, vomiting, not wanting to eat? neither does your dog.

i suggest taking dog to vet it may be a virus or something he ate take to vet to be sure
