How can I prevent cold surges of water in the shower when hot water is turned on elsewhere in the house?
I am building a new house and will be doing my own plumbing. How do I plumb the house to prevent cold water surges when hot water is turned on somewhere else in the house?

Don't use cold water and hot water to take a shower. If you only use hot, the preasure would drop, but the water would still be hot.

As in all the important things in life, size is everything.
Use 3/4" copper pipe throughout the system and branch to each fixture with 1/2" both hot and cold. The water heater should be the first drop and it should be plumbed with 3/4". Feed house with at least 1" and plumb you outside fixtures on a separate run.
Happy Showering

Use pressure balanced (compensated) tub/shower faucets.
In addition many of these non-builder grade tub/shower faucets have adjustable high temp limit stops.
"Pressure Balance Device
Its function is to maintain the pressure constant which consequently maintains the temperature of the water constant by lowering the flow rates. Should you be using the shower and someone else using the hot water, the balancing device corrects the flow of the water so that the temperature of the water does not vary."
